2em;"><founder-content>依据咸阳市医疗保障局、咸阳市财政局、国家税务总局咸阳市税务局、咸阳市民政局、咸阳市卫生健康委员会、咸阳市乡村振兴局《关于做好2022年度城乡居民基本医疗保险参保缴费工作的通知》（咸医保发〔2021〕43号）等有关文件精神，结合实际，为切实做好我市2022年度城乡居民基本医疗保险费征缴，现将有关事宜通告如下。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><br></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>一、城乡居民基本医疗保险费征缴事项</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（一）征缴对象</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>全市参加城乡居民基本医疗保险的缴费人员。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（二）缴费期限</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>2022年度全市城乡居民参保个人集中缴费时间为2021年10月20日至2021年12月31日。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（三）缴费标准</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content> 2022年度个人参保缴费标准每人每年320元。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content> 享受参保资助人员缴费标准如下：</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>1.民政部门认定的特困人员、孤儿、事实无人抚养儿童给予全额资助，个人不缴费。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>2.低保对象给予定额资助，个人缴纳40元。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>3.脱贫不稳定且纳入民政和乡村振兴部门农村低收入人口监测范围的人员，个人缴纳40元。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>4.乡村振兴部门认定的返贫致贫人口，过渡期内按规定享受参保资助政策，按照低保对象给予定额资助。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>5.特殊人群缴费补贴标准和人员，税务部门依据医保部门核实核准（数据认定时间以2021年9月30日前各部门认定结果为准）的信息在征收系统中做特殊人群类型标记维护。2021年10月1日后相关部门动态新增人员，作为下一年度认定依据享受资助参保政策。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（四）缴费方式</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>个人缴纳城乡居民基本医疗保险费的缴费人，优先鼓励通过陕西税务公众号或全市区域内建设银行、工商银行、中国银行、农业银行、信用合作社、邮政储蓄银行、光大银行、银联云闪付、支付宝等线上方式申报缴费，也可通过各金融机构银行柜面、ATM机、助农E终端等线下方式申报缴费。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（五）缴费票据</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>通过陕西税务公众号或全市区域内建设银行、工商银行、中国银行、农业银行、信用合作社、邮政储蓄银行、光大银行、银联云闪付、支付宝等线上方式申报缴费的，电子支付凭证可作为缴费依据；通过助农E终端、商业银行柜面、ATM机等线下方式缴费的，助农E终端、商业银行柜面、ATM机出具的缴费票据可作为缴费凭证；缴费人通过金融机构缴纳费款的，可向金融机构换开《陕西省城乡居民社会保险费缴费专用票据》。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>电子支付凭证、助农E终端、ATM机出具的票据、《社会保险费缴费证明》《陕西省城乡居民社会保险费缴费专用票据》，医保部门予以承认，可做为个人查询缴费、权益记录的依据。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（六）参保缴费及待遇享受时间</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>1.一般人员参保缴费政策</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>凡在规定缴费时间内自愿参保并按照规定的个人缴费标准足额缴费的参保个人，缴费后其居民医保待遇享受期为2022年1月1日至2022年12月31日，超过集中缴费期未参保缴费的，不得享受参保年度的居民医保待遇。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>2.新增人员参保缴费政策</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>税务部门无信息的新增拟参保人员，或新参保年度需调整参保缴费地的人员，须持本人身份证明前往税务部门办税服务大厅，进行人员信息登记后，缴费人可通过税务部门提供的缴费渠道自行缴费。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>3.特殊参保缴费人员政策</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（1）职工医保断保人员</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>参加职工医保期间发生中断参保后需参加居民医保的人员，须在职工医保参保地办理职工停保手续，持相关证件（职工停保相关证明、有效身份证等）前往税务部门办税服务大厅，办理职工医保停保年度的居民医保参保登记。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（2）新生儿</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>2022年1月1日起，新生儿出生90天内由监护人在税务部门办税服务大厅登记，缴纳出生当年医疗保险费后，待遇享受期为出生之日起至出生当年12月31日；新生儿出生当年未在90天内缴纳出生当年医疗保险费，当年内可按照其他特殊人员缴费途径缴费参保，缴费完成后，待遇享受期为出生当年缴费的次月起至12月31日。</founder-content></p><p 2em;"><founder-content>新生儿出生日期距离当年12月31日不足90天，如享受出生当年医保待遇，须在出生后90天内缴纳出生当年医疗保险费，待遇享受期为出生之日至当年12月31日；如享受出生次年医保待遇，须在出生后90天内缴纳出生次年医疗保险费，待遇享受期为次年1月1日至12月31日；未在90天内缴纳相应年度医疗保险费，不能享受对应年度的医保待遇。</founder-content></p><p 2em;"><founder-content>二、城乡居民健康保险参保事项</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（一）参保原则和对象</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>凡具有兴平户籍（参加城镇职工基本医疗保险的人员除外）的所有城乡居民,鼓励积极参加城乡居民健康保险。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（二）参保期限</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>个人集中参保时间原则为2021年10月20日至2021年12月31日。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>（三）参保标准</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height: 2em;"><founder-content>全市城乡居民健康保险参保标准为每人每年20元，脱贫户、边缘户参保标准为每人每年10元。</founder-content></p><p style="margin-top: 10px;margin-bottom: 10px;white-space: normal;line-height:
